OK, so in the LRB 5.0 rules it states (parapharasing) that if the ball carrier was knocked over by a fireball, it would result in a turnover. If the Wizard is used at the end of your team turn (and thus the start of your opponent's turn) this would seem to indicate that if the opponent ball carrier is knocked over, your opponent would IMMEDIATELY suffer a turnover before his turn even begins! Is this the proper way to understand the rules?

Also, it states this ONLY on the Fireball spell. Does the same apply to the Lighting Spell though it doesn;t explicitly state so?

It is used at the end of your turn, not the beginning of your opponents turn, hence he doesn't suffer a turnover since the ball carrier is not knocked down in his turn.

and no the LB will not cause a TO (unless you had the ball and your player dropped it ....)

I think the intention is mainly if your own player who is carrying the ball gets hit by your own wizard's fireball spell.
