This question arose when one of our coaches freebooted Von Drakenborg during our local Final.

Can hypnotic gaze be used after a Blitz Action, or does the reference in the rules for hypnotic gaze to its use during a "Move Action" have to be read literally?

It's a literal move action. It works just like a foul or pass in that it's the last thing he does. If he throws a block, his concentration is shot and he can't gaze.

Pretty sure the answer to this is yes, but just to confirm to the Vamp player in my league: does this rule still applies, meaning no HG after a blitz?

You may not HG as part of a blitz action - only move actions. This is still true in the 2008 experimental rules.
