So how would a master chef work in a tournament? Just the one free roll each half? Would you let a coach dedicate more money to him and have it count every game? So if he came in a Tr98 he could make a 2nd roll every game?

Normally, for everything that's freebooted, you have to pay twice as much for it in a tournament. So either you simply don't allow master chef upgrades, or you charge them at 40k each.

Zombie is almost right.
Wizards normally cost 150k for any tournament that allows them (ie Blood Bowl, Chaos Cup, GenCon, GW GTs, etc.). That's a 3x not a 2x. I plan on allowing Master Chefs to bring extra rolls with their team for 60k each. This is also what I would recommend for other tournaments as well.
