May a Bombardier use Jump Up and throw a Bomb?

No, as the use of Jump Up means he was prone at the start of his turn, and Bombadier specifically states "have a Bombardier who is not Prone".

A rules lawyer might interepret this to mean that the bombadier cannot throw the bomb from his back.....

More to the point it says in the Bombadier skill that a player "cannot move or stand up", and under the Jump Up skill it says that a player may ":stand up for free" - so even though you are not paying the three squares of movement, you are still standing up, which means that you cannot throw the bomb.
