Greetings A coach in the league I play in wants to be able to use a Ball and Chain player and also be able to take and use Multiple Block for the same player. We are all unsure if this is possible.

he can take it as a skill but ball and chain players can't do block actions, so it is useless...
their special rules mean they can only do move actions
