So we have all seen TIER 3 or TIER 4 lists for the different races. Whats your thoughts on Skills and Stat Increases TIERS?

I'd say Block, Claw, Guard, Dodge, Tackle, Mighty Blow, +1 ST, +1 AG would all be TIER 1 . If there was to be 4 TIERS how would you rate all the Skills and Stat Increases?
