Yes. This situation is described in the LRB.
"Note that the player does not have to be holding the football at the start of his action."
That's from the section Throwing the Football.

You MUST declare a pass action before you move the player, even if he doesn't have the ball yet. So yes, he may move, pick up, move a bit more (if you want to) and then Pass.
