Hi, new to NAF and while reading the CRP I could not find out how to finalize a tournament game if one player concedes due to only having 2 players able to take the pitch after a drive. In a league there is no penalty for just 2 players on the pitch, but in a tournament I could not find anything.

Any clarification or document would be appreciated.

that is handled differently for each tournament. Each Tournament Organizer has to put this in his rules pack for his tourney. But in general, it counts as a loss and doesn't have the same effect as during league play since there is no post game procedure. Most tourneys give negative points for a "real" concession, but if a player can't field enough players, regular game play occurs and it counts as a regular game result (mostly ending in a loss)

Though it does beg the question, why concede? Just place the two (or less) on the LOS. Most tournaments (though not all) make a loss better than a concession.

If you only put two players on the line of scrimmage it's not a legal set up since you need at least three. The coaches with two players can not make a legal set up and therefore must concede.
What I'd like to know is what happens if both coaches can only field two players? Must it be the kicking team who concerned since they must set up their defense first or is the game a draw?

Incorrect (at least in CRP/LRB6, no idea if GW have changed it for BB2016):
      CRP, p.6 'Setting up the Game' wrote:
If you cannot set up 3 players on the Line of Scrimmage you must either concede the match (see page 15 (or page 29 if you are using the Extra Rules)), or carry on playing by placing as many players on the line of scrimmage as possible.
