If a Vampire stuns a thrall with failed OFAB biting, does it count as a turnover or can you continue playing...?

No turnover.

The only way that OFAB will cause a turnover is if as Graf says the bitten thrall has the ball at the time, or if the vampire fails to bite a thrall for any reason. Both will be a turnover, and the latter will also see the vampire retired to the reserves box.

Cheers, I've been paying no attention to the vault and all that business and I haven't had a good read of the Q&A/Rules Review yet...
