I hear people talking about teams being Tier 1, Tier 2, and Tier 3, but I've never seen a list... |

There are odd posts from Galak & myself on the topic, so you might be able to find it with a search.
Tier 3 is the stunty teams - halflings, goblins & ogres. They are largely joke teams that need a lot of skill and/or luck to win with. The aim is for them to win about 1/4 of games played against tier 1 teams.
Tier 2 are the "weak" teams - they can win a bit more reliably than tier 3 but are still a challenge, winning about 1/3 of the time against tier 1. Vampires & Rotters are supposed to be in this category.
Tier 1 is everyone else - normal teams that ought to be able to win about half the time against other tier 1 teams. |

Ian's post is a match for me ... lately I actually went so far as to put them in 10% brackets.
A Tier 1 team wins 55% to 45% on average.
A Tier 2 team wins 45% to 35% on average.
A Tier 3 team wins 25% to 35% on average.
The above is my own opinion.
Right now from what I've seen all the teams are Tier 1 expect:
Tier 3: Ogre, Halfling, Goblin
Tier 2: Slann, Underworld, Vampire
Wood Elves, Undead, and Dwarf are currently performing from the playtest data from several league we've been collection above 55% ... so call that Tier 0 for now I guess.
