It was never "taken off the list." It was never on the list, in fact. The TTM section has mentioned the Pass skill since 3E debuted. I'm not sure why it did - recall, there were no rookie BGs, no Star Player BGs came with Pass - but it did, and we stuck to that.

Hey, it's allowed. Just house rule it. But remember that Pass Block isn't officially allowed in response - but it should be locally if you expand TTM courtesy of non-Pass skills.
