To go a bit farther than Zombie's quick answer ... although you asked for quick.
Look at the new description of Hand-off in the LRB 3.0. There is no reference to a Pass at all anymore. Since Pass Block can only be used on Passes. Its very clear now in the LRB 3.0 that you cannot Pass Block a Hand-off.
In the LRB 2.0, it was very easy to mis-read the Hand-off description and think that Pass Block worked on them ... not anymore.
