Can I declare a Pass action, if do not have the ball but am going to try and pick it up?

First create a line on defenseline, then get someone through it and then Pass the ball after someone has picked it up. Thus gaining good way towards the endzone.

Yes. This situation is described in the LRB.

"Note that the player does not have to be holding the football at the start of his action."

That's from the section Throwing the Football.

You MUST declare a pass action before you move the player, even if he doesn't have the ball yet. So yes, he may move, pick up, move a bit more (if you want to) and then Pass. If you didn't declare the pass action then he has the ball, but can't get rid of it.
