Can anyone tell me how you can make a clear range ruler like where maybe in Canada I can that kind of paper to print one up.

Guy in my league used transparency paper like they use for overhead projectors and then had it lamentated to make it thicker. So it is still transparent. Turned out pretty good but not great. You can get the transparency paper at most print shops the same as a photo copy. |

You can buy transparent plastic card of various colours and thickness', although I'm not sure if they can be printed on. Alternatively you may be able to get a piece of Perspex window of an appropriate thickness.
You could combine this with Xtreme's suggestion and print a copy of the range ruler on an acetate transparency and then glue that to the plastic card. |

If you don't want to go the plasticard route, you can always opt for another solution. It is easily made if you can get your hands on the correct Legos.
